The Town of Whitecourt and Woodlands County have finalized the Intermunicipal Collaborative Framework (ICF) Agreement, marking a monumental achievement in cooperation between the two communities.
Representatives from both councils met on October 1 to sign the agreement which outlines the municipalities’ commitment to enhancing intermunicipal collaboration, as well as providing efficient and effective services to residents.
Municipalities have been mandated to create ICF’s by the Alberta government in order to formalize procedures for managing growth in municipalities that share borders, coordinate service delivery and optimize resources for citizens. Officials say this agreement builds upon already formalized agreements between the Town of Whitecourt and Woodlands County by providing continuous, seamless and enhanced services for residents in both communities.

Whitecourt Mayor Tom Pickard says the ICF agreement is another example of the already established cooperation between Whitecourt and Woodlands County.
“Finalizing the ICF Agreement has been a priority for Whitecourt town council, and we are pleased to be marking this milestone with our partners,” stated Whitecourt Mayor Tom Pickard. “While our relationship and history of collaboration precedes this agreement, this ICF Agreement will help shape our collective efforts for the future. We look forward to working with Woodlands County for the enhancement of our region on existing and new services and projects.”
Dave Kusch, Reeve for Woodlands County, echoed Mayor Pickard’s thoughts and says the ICF agreement will benefit both communities for years to come.
“The completion of the ICF Agreement is a testament to our dedication to the region and its people,” says Kusch. “By working together, we not only deliver essential programs and services but also cultivate a sense of community and encourage sustainable growth. This partnership positions Woodlands County and Whitecourt to move forward together, ensuring the shared prosperity of our municipalities for years to come.”
